Warm your oven to 400°F (200°C) and grease a 9-inch square baking dish. Arrange the sliced apples in an even layer in the dish. In a small saucepan, combine the brown sugar and 1/4 cup of flour, then stir in the vinegar and water until everything is smooth and the sugar is dissolved. Warm the mixture over low heat, stirring constantly until it thickens, which should take about 3 minutes. Take it off the heat and let it cool for around 10 minutes before mixing in the vanilla extract and butter. Pour this syrupy sauce over the apples.

Whisk together 1 cup of flour and the baking powder until smooth. Cut the shortening into the flour mixture until it looks like coarse crumbs about the size of peas. Stir in the milk to make a batter, then spread it evenly over the apples and syrup. Pop the dish in the oven and bake for about 35 minutes, or until the topping turns a lovely golden brown and the apples are nice and tender. Let it cool a bit before serving, and enjoy!
