Step 1
Gently heat a bit of oil in a medium saucepan. Toss in the rice and cook it over medium heat, stirring occasionally, until it starts to turn golden—this should take about 5 minutes. Then add half of the chopped onion and green pepper, cooking and stirring for another minute. Pour in the water and half of the chili sauce, and bring everything to a boil. Stir in the corn, lemon juice, and half a teaspoon of salt. Cover the pan, reduce the heat to low, and let it simmer gently for about 20 minutes.
Step 2
While the rice is cooking, heat a skillet and sauté the remaining onion and green pepper along with the ground beef. Cook until the beef is no longer pink and the veggies have softened. Stir in the rest of the chili sauce, tomato sauce, cumin, and the remaining half teaspoon of salt. Let this mixture simmer uncovered for about 15 minutes so the flavors can meld.
Step 3
When the rice is done, fluff it up with a fork and spread it out on a serving platter. Sprinkle some cheese over the rice, then spoon the beef mixture on top. Serve it right away while it's warm and delicious.
