Step 1
Lightly heat your oven to 325°F (165°C) and grease a 9x9-inch pan with cooking spray. In a bowl, mix together the flour and powdered sugar, then cut in 1/2 cup of butter until the mixture looks crumbly. Press this evenly into the bottom of your pan. Pop it in the oven for about 5 minutes to set the crust.

While that’s baking, whisk together the brown sugar, eggs, melted butter, vinegar, and vanilla until smooth. Stir in the raisins, then pour this filling over the warm crust. Return the pan to the oven and bake until the filling is bubbly and golden, around 35 minutes. Let it cool completely before cutting into slices.
