Greas a large bowl and a 9x13-inch baking dish. Toss the puffed wheat cereal into the bowl. In a small saucepan, combine the marshmallows, brown sugar, corn syrup, cocoa powder, and butter. Cook over medium-low heat, stirring often, until the mixture is smooth and bubbling. Take the pan off the heat and stir in the vanilla extract. Pour the chocolate mixture over the cereal and mix everything together until the cereal is well coated. Press the mixture firmly into the prepared baking dish and let it cool for about 10 minutes. Once it's set, turn it out onto a clean surface and cut into squares using a serrated knife. Wrap each square individually or keep them fresh in an airtight container.
