Lightly heat your oven to 375°F (190°C) and either grease a 12-cup muffin tin or line it with paper liners. In a small bowl, combine the cranberries, orange zest, and baking soda. Pour some boiling water over the mixture and let it sit for about 5 minutes to soften. Meanwhile, in a larger bowl, mix together the brown sugar, oil, egg, and vanilla extract until smooth. Add the cranberry mixture to this and give it a good stir. In another bowl, whisk the flour and baking powder together, then gently fold them into the wet ingredients until just combined. Finally, fold in the chocolate chips. Spoon the batter evenly into your muffin tin and bake for 20 to 25 minutes, or until the tops are golden and spring back when you touch them.
