Step 1
Fil a saucepan with enough water so it sits just below a steamer basket or insert. Bring the water to a boil, then add the cauliflower to the steamer. Cover and let it steam for about 7 minutes, until the cauliflower is tender. Once done, take it off the heat and rinse the cauliflower under cold water right away to stop the cooking. Set it aside to cool.
Step 2
While the cauliflower cools, chop up the celery, green pepper, and onion and toss them together in a large bowl. Stir in the mayonnaise, vinegar, mustard, salt, and pepper until everything is well combined. Gently fold in the cooled cauliflower and the chopped eggs, being careful not to mash the cauliflower too much.
Step 3
Cover the bowl and pop it in the fridge for at least 6 hours, or up to 24, to let the flavors really come together before serving.
