Heat your oven to 350Β°F (175Β°C). In a large skillet over medium-high heat, cook the ground beef until itβs nicely browned and crumbly, about 5 to 7 minutes. Drain off any excess grease. Next, add the chopped onion, bell pepper, garlic, chili powder, and a pinch of salt to the beef. Cook everything together, stirring occasionally, until the onion softens, which should take around 5 minutes. Meanwhile, bring water and rice to a boil in a separate saucepan. Lower the heat to medium-low, cover, and let it simmer until the rice is tender and the water is absorbed, about 20 to 25 minutes. Once the rice is ready, stir in the kidney beans, tomatoes, and rice into the beef mixture. Transfer all of this into a large casserole dish, then sprinkle the top with American cheese and olives. Pop it into the oven and bake until the cheese starts to brown around the edges, roughly 45 to 50 minutes.
