Blend the cider vinegar, dark brown sugar, dry mustard, celery seed, cayenne pepper, dill, sour cream, mayonnaise, horseradish, and a pinch of salt in a bowl. Give it a good whisk until everything is well combined. Cover the dressing and pop it in the fridge for at least 2 hours, or even better, overnight to let the flavors really meld.

When you're ready to put it all together, toss the cabbage, bell pepper, and zucchini in a large bowl. Pour the chilled dressing over the veggies and give everything a gentle toss to make sure each bite gets coated.
