Lin a baking sheet with waxed paper. In a large bowl, cream together the brown sugar and butter with an electric mixer until the mixture is smooth and creamy. Add the vanilla extract and mix again until well combined. Slowly add the flour, beating until the dough comes together smoothly. Then, stir in the sweetened condensed milk until everything is well blended. Gently fold in the chocolate chips and pecans.
