In a separate bowl, whisk together the all-purpose flour, whole wheat flour, baking powder, cinnamon, baking soda, and cloves. Gradually add the dry ingredients to the butter mixture, mixing just until everything comes together. Gently fold in the oats, grated carrots, raisins, and walnuts. Scoop out big spoonfuls of the dough onto your prepared baking sheet, and sprinkle a little coarse sugar on top of each one. Pop them in the oven and bake for about 10 to 12 minutes, or until the edges are golden and inviting. Let the cookies cool slightly before enjoying!
