Gently heat your oven to 350°F (175°C). Grease a 9x12-inch pan with cooking spray, then lightly dust it with rice flour to keep the cake from sticking. In a food processor, combine the rice flour, brown sugar, salt, baking soda, and cocoa powder and pulse until everything is well mixed. Add the olive oil and then pour in the garbanzo beans with their liquid; blend until the mixture is smooth. Slowly add the water while blending, then stir in the vinegar—your batter will be pretty thin, but that's okay. Pour it into your prepared pan and bake for about 45 to 50 minutes, or until the edges start to pull away from the sides. Let the cake cool for at least an hour before cutting into it, or it might fall apart.
