Stir together the brown sugar, water, butter, and cinnamon in a microwave-safe bowl. Pop it in the microwave for about 2 minutes, or until the butter has melted. Spread this mixture evenly around the ring of a microwave-safe tube pan, like a Bundt pan. Microwave on high for 3 minutes, then let it sit at room temperature for another 5 minutes so the rolls can finish cooking and set up a bit.
