Directions
Cook the rice in about 6 cups of water in a medium saucepan. Let it simmer until the rice is nice and tender. While the rice is cooking, grab a large pot and combine the broth, cooked rice, corn, chopped green onions, red and green bell peppers, parsley, and tarragon. Give everything a good stir and bring it to a gentle boil over medium heat. Once it starts boiling, lower the heat and let it simmer for about 5 minutes, or until the corn is soft. In a small bowl, mix the cornstarch with a little water until smooth, then stir this into the stew. Keep cooking for another 5 minutes, stirring now and then, until the stew thickens up.
