Heat your oven to 350ยฐF (175ยฐC). In a medium bowl, combine the ground beef with the taco seasoning and mix everything together well. In a small saucepan, warm up the refried beans over low heat until they're hot all the way through.

Lay out a large piece of foil and spread the seasoned beef mixture on it, shaping it into about a 1-inch thick square. Once it's evenly pressed, spread the warm refried beans over the top. Next, layer the flour tortillas over the beans, trimming the edges so they fit neatly within the square.

Now, spread salsa over the tortillas and sprinkle with shredded Cheddar cheese, leaving a small border around the edges. Carefully roll the whole thing up like a Swiss roll, pressing gently to keep it tight and sealing the edges by pinching the foil together.
