Whisk the water, milk, brown sugar, honey, and 1/4 cup of vegetable oil in a large bowl. Once combined, add the whole wheat flour, all-purpose flour, yeast, and salt. Stir everything together until the dough just comes together.

Turn the dough out onto a floured surface and knead it until it’s smooth and elastic. Lightly oil another bowl with a tablespoon of vegetable oil, place your dough inside, and turn it around so it’s coated with oil. Cover it and let it rise in a warm spot until it doubles in size, which should take about an hour.

When the dough has risen, preheat your oven to 350°F (175°C). Give the dough a gentle punch to release the air, then knead it a few times. Divide the dough into two equal pieces and shape each into a loaf. Pop them into greased 9x5-inch loaf pans.
