Whisk together the ketchup, chili sauce, water, red wine vinegar, lemon juice, Worcestershire sauce, hot sauce, Dijon mustard, chili powder, garlic powder, celery seed, black pepper, and brown sugar in a bowl.

Place the pork ribs in your slow cooker and add a layer of sliced onion and red bell pepper on top. Pour the sauce mixture over everything, making sure the ribs are well coated.
