Melt the butter and oil together in a nonstick pan over medium heat. Toss in the white parts of the green onions and let them cook for about a minute. Then add the garlic and lemon zest, stirring until you can really smell that fresh aromaβthis should take around 30 seconds. Next, stir in the rice along with turmeric, salt, and pepper, cooking it all together for another minute.

Pour in the vegetable broth, milk, and lemon juice, and bring everything up to a boil. Once boiling, lower the heat to a gentle simmer, cover the pan, and let it cook until the liquid is mostly goneβthis usually takes about 18 to 20 minutes.

When itβs done, take the pan off the heat and fluff the rice with a fork. Taste and tweak the seasoning if needed. Finally, sprinkle the green parts of the onions and some chopped dill over the top before serving.
