Combine together the celery, onion, garlic, ketchup, barbecue sauce, mustard, beer, cider vinegar, Worcestershire sauce, brown sugar, chili powder, salt, and pepper in a bowl until everything is well combined.

Place the chuck roast in your slow cooker and pour the sauce over it, making sure the meat is nicely coated. Cover and cook on HIGH for about 3 hours. Then, turn the heat down to LOW and let it cook for another 4 hours or until the meat is really tender.
