Step 1
Heat a large skillet over medium-high heat. Add the ground beef, chopped onion, and green bell pepper, cooking and stirring until the beef is nicely browned and crumbly, about 5 to 7 minutes. Drain off any excess grease.

Transfer the beef mixture to a large pot and stir in the diced tomatoes with green chilies, water, rice, chile sauce, olives, jalapeรฑos, garlic, salt, brown sugar, cumin, Worcestershire sauce, cayenne, and black pepper. Cook over medium-low heat, letting it simmer gently while stirring now and then. This should take about 30 minutes so the flavors meld together.

Once the rice is tender and everything is nicely combined, stir in one cup of shredded Cheddar cheese until it melts into the mixture. Then, pour everything into a 2 1/2 quart casserole dish, pressing it down firmly. Sprinkle the remaining cup of cheese evenly over the top.
